Dear all,

I have been trying to figure out the meaning ot the sentence below, but am still not sure what it means. I understand that if the private garbage collector has not applied for switching to paying the garbage collection and treatment tax instead of paying just the running water tax, they should do it through the Environmental Sanitation Management Division of the Environmental Protection Agency. Would anybody please clarify this sentence for me?
