disagree  Molly Howell: A "směnka" is a very specific security that is tradable. Checks/cheques are not. A "směnka" can also be in bearer form or registered form. Checks/cheques are always issued to a specific person and are not normally transferrable.

Draft payment, payment draft or bank draft

Explanation:
To be 100% certain I would need to see more context. A "směnka" is a very specific financial instrument that is tradable on the market. It can be discounted, assigned, etc. It can also be in bearer format or registered. This is why context is critical. The exact term for this depends very much on what the payment is for, the time frame for the payment, how the payment is to be effected, etc.

Just a note: A ""směnka" is normally translated as "bill of exchange" but the addition of the word "uhrazovací" makes it seem more like a draft because it has a specific purpose.
