Serbian translation:Glavni arhivar (Šef pisarnice) oblasnog suda i glavni revizor
Explanation:
However it might sound at first, this "Clerk" is no ordinary pen-pusher.

It's an official of the court, the head of his own team - the "Clerk's Office". One more example of how job titles can be misleading.

The Clerk of the Circuit Court (Clerk's Office) is, by law, the official keeper of records for all judicial matters brought into the Circuit Court of Lake County. The Clerk's Office serves approximately 700,000 in population, 40 judges and maintains offices in Waukegan, Mundelein, Round Lake Beach, Vernon Hills and Park City.

Because the system is so different from other countries, I think "Glavni arhivar" would be better, as it doesn't imply any false equivalence with systems in other countries.

https://www.justice.gov/usao/justice-101/federal-courts
The federal court system has three main levels: district courts (the trial court), circuit courts which are the first level of appeal, and the Supreme Court of the United States, the final level of appeal in the federal system. There are 94 district courts, 13 circuit courts, and one Supreme Court throughout the country.

"Federalni apelacioni sudovi su stvoreni u cilju rasterećanja Vrhovnog suda
SAD. Teritorija Sjedinjenih Američkih Država je od 1982. godine podeljena na
trinaest oblasti (circuits), od kojih je jedanaest teritorijalnih oblasti na čijem čelu
se nalaze federalni apelacioni sudovi"

https://www.uscourts.gov/about-federal-courts/court-role-and...
There are 13 appellate courts that sit below the U.S. Supreme Court, and they are called the U.S. Courts of Appeals. The 94 federal judicial districts are organized into 12 regional circuits, each of which has a court of appeals.

U ovom Zborniku Pravnog fakulteta, na str. 6, su Circuit Courts of Appeals - okružni sudovi apelacije, ali to "okružni" nije dobro rešenje, jer postoje i District... ali i County courts
http://www.prafak.ni.ac.rs/files/zbornik/sadrzaj/zbornici/z0...

"The United States courts of appeals are the intermediate appellate courts of the United States federal judiciary. The courts of appeals are divided into 11 numbered circuits that cover geographic areas of the United States and hear appeals from the U.S. district courts within their borders, the District of Columbia Circuit, which covers only Washington, D.C., and the Federal Circuit, which hears appeals from federal courts across the United States in cases involving certain specialized areas of law."

Mislim da je "službenik" ili "sekretar" najbezbedniji prevod

The County Clerks, except in several large counties where they are appointed, are nonpartisan, countywide elected officials serving four-year terms.

neutral  Daryo: mostly agree, but this "Clerk" is no ordinary "službenik" - it looks more like "Šef (sudske) pisarnice"

neutral  Daryo: "upravitelj" would be a job title for a civil servant, this "Clerk" is an elected official, of not so small rank.
9 hrs
-> OIC... but you suggested "šef" which is actually inferior to "upravitelj"
