If it meant "shall be honoured", why does it then say "ist nicht gesondert zu ***honorieren***." (which sounds more like "shall be remunerated") in the next sentence?

Die Beklagte ist schuldig, der Klägerin die mit EUR 10.000 (darin EUR XXX Pauschalgebühr und EUR YYY an Umsatzsteuer) bestimmten Prozesskosten binnen 14 Tagen bei sonstiger Exekution zu ersetzen.

Begründung:
Die Bekanntgabe des zuständigen Gerichts vom 23.1.2022 ist nach TP 2 zu ***honorieren*** (vgl OLG Innsbruck 1 R 129/22p, 1 R 52/22i; OLG Wien 30 R 222/20t).

Die Übermittlung des Kostenverzeichnisses und der Rubrik im ERV aufgrund der Teilnahme des Klagsvertreters an der Verhandlung im Wege der Videokonferenz ist nicht gesondert zu ***honorieren***.

TP - Tarifposten / statutory scale of fees item. Otherwise, I agree with Jennifer C's and Arne K's 'zu verrechnen' Discussion Entries that hint at an 'außertariflich' honorarium-type point.

Die Übermittlung des Kostenverzeichnisses ... ist nicht gesondert zu ***honorieren***. The transmittal (forwarding) of the Schedule of Costs ... is not separately payable / chargeable -> on a statutory scale, so is payable off-scale, like an 'honorarium', confusingly IMO a falscher Freund / faux ami of das Honorar : namely a gratuitous, ex-statutory fee = *außertariflicher* Posten vs. Tarifposten 2.

This is one instance IMO, though, where Honorar looks like converging with honorarium.

Die Klägerin und die Beklagte : if corporate litigants, then can be pluralised in English > Claimants and Defendants or Scots law: Pursuers and Defenders.
