The linkage is to the RPI - retail price index (or simply 'Index'). Therefore, to be understood by a reader in an Anglophone country (and certainly in the UK; but I suspect also in the USA), you can't simply translate an Israeli jargon term like 'hefreshey hatzmada', because that is simply short for hefreshey hatzmada LA-MADAD (or: le-madad ha-mekhirim la-tzarkhan). Foreign readers do not know this: 'linkage' means very little to such readers, not steeped in Israeli culture, and they might guess that linkage is to almost anything at all. In contrast, 'indexation' is a well-known concept in the UK.
