I found the term used by the Bank of Japan in a speech and luckily there is also an official English translation. They translated it as pre-consumption of future demand.

I think the fact that they included コロナ禍の特需による before 需要の先食い strongly indicates that the writer wants to emphasize the concept of 先食い as separate from just a rise in demand induced by the conditions of the pandemic.
