a man in a cartoon is talking about a place that's perfect to hide dragons from human beings:
人が少なくて手も入らないここは目眩ましにはもってこいだからね
(This place is unaccessible and scarcely inhabited, so it's perfect to keep them hidden.)

I was wondering I'm interpreting 手も入らない correctly. Does it mean something like "unaccessible" or am I wrong?
