receive a (one-target) penalty
Explanation:
Hello

The context suggests that they get a penalty rather than "miss" (the target?)

on the Internet, I found:

TIME LIMITS
2.6 All competitors must call for their target within 10 seconds of the Referee acknowledging
that shooting may commence. Competitors failing to call within 10 seconds will be warned on the first
occasion and a one-target penalty for each subsequent occurrence shall be imposed

In this specific context, "penalty" fits better, but "miss" would certainly make sense in others. Thank you all for the discussion.

misses

Explanation:
"Bom" in many contexts, both as a verb and as a noun, means "miss." I'm guessing that this might be the meaning here as well.

The penalty (or warning) is for "exceeding the time limit allowed to call for the shot"
You can't 'miss' the shot if you don't fire the round.
