Here is the context:
The baseline study found that there were 4 main gaps in the system, mostly concerning case management in the courts:
48% of case files were missing
4% of CSA cases went to trial
74% of hearings were suspended
At first I thought "Vacíos legales" but when I saw the gaps identified it didn´t sound right.
Can it be Problemas?

Explanation:
I don´t think it´s the right answer 100%, but I would follow your intuition when you say "problemas" as I´ve seen before 'gap' referred as a concern or something that doesn´t look very good.
