In a Diploma from Electrical Engineering. I find this D:O.U. challenging and would thank anyone for helping. My vague guess would be: Diploma: Obras Urbanas, but that is just a guess, I found no support on the Internet.
I would like to add that the diploma was granted pursuant to a Peru-Brazil Convention.
