Portuguese term or phrase: sujeitos periféricos

The term "sujeitos", as debated in another question asked here on Proz, is translated as "individuals" when referring to "people", "agents", and that is what I am using in this translation about homeless people in central areas of the so-called "First World".

Now, the term "periféricos" is a tricky one, and it is very common term in Brazilian Portuguese when discussing social inequality in fields such as Geography, Sociology, History and other Human Sciences.

The closest to this in English is "suburbanite". However, an individual described as "periférico" not necessarily lives in the outskirts. They can also be those individuals with no fixed abode who live rough in central and rich urban areas, but have no access to social security and services, and who receive no support from authorities. Suburbanites are, more often than not, "periféricos" as well, that is, abandoned by the State in the outskirts of the city, and they live rough or, in the best scenario, in shacks and tents in slums. However, people who live in rich neighborhoods located in the suburbs are also called "suburbanite", but they are not "periféricos" (unless I am mistaken).

I have found many entries on Google that translate "sujeitos periféricos" as "peripheral subjects", which I believe to be the result of a poor translation that has been copied over and over again. As this is an important term for the translation of texts in humanities, a more appropriate translation, or the confirmation of "peripheral subjects" as the best one would be very helpful.
