When issuing new care proceedings the local authority is required to file a threshold document. This can be included in the standard application form (the form makes provision for it) though locally it has been agreed that the local authorities will continue to file a free-standing threshold document. When proceedings are issued in circumstances of urgency it may not always be possible for the local authority to draft a detailed threshold document. In those circumstances it is acceptable for the local authority to rely upon an interim threshold document.

What is happening locally is that interim threshold documents, which should be the exception, are becoming standard. A practice is developing of ‘final’ threshold documents being served along with the local authority’s final evidence and final care plans.

Да, длинно. Можете переформулировать. Но в русской практике такого нет, как бы коллеги не сыпали цитатами на решения суда Астраханской области и Гражданский кодекс РФ : ). Поэтому придется переводить "расширительным" образом.
Threshold - это "предел" вреда или потенциального вреда для ребенка, после достижения которого родителями суд вправе вынести решение о назначении опеки или установлении надзора.
Т.е. в ситуации, где имеется подозрение о нанесении родителями ребенку родителями серьезного физического, эмоционального и т.п. вреда, будь то своими действиями или бездействием, в суде нужно доказать достижение threshold. Подать тот самый описательный threshold document. И если нет времени составлять полный threshold document - тогда interim threshold document, о котором говорится по Вашей ссылке. Когда времени на сбор доказательств нет, а ребенка надо забирать от abusive parents.
И если суд сочтет, что threshold criteria were met - ребенок может быть передан в органы опеки, поскольку дома ему угрожает серьезный вред. The Threshold Criteria are the facts that the Local Authority must prove if they want the Court to make a Care or Supervision Order.
