On peut dire 'take up the slack in an organisation' et dans plusieurs sens figuré de ce genre.

Mais il me semble bien, puisqu'on parle de 'patient' et d'immobiliser une partie de l'articulation' et 'techniques manipulatifs / de poussée' et 'avec force' qu'il s'agit bien d'un emploi plutôt technique -- le figuré serait complètement non-sens ici !
