En mi humilde opinión, lo más probable es que se esté utilizando mal el término "estándar"

Explanation:
I think this is what they must mean. I agree with Lydianette that they are probably using the word improperly but it does make a sort of sense. They are laying down the 'standards', ie specifications for the work.
