Where do you see in this text any speculative buying and selling???

The ones supposed to push other people to "buy deeper" are not any kind of "traders" but "finance companies" lending money to car buyers to help car dealers sell more cars.

The term used in this ST "buying deeper" has got something to do with pushing people to spend more on cars by taking bigger/more loans. But it's not clear in which way they push for "incremental business" when they push car buyers into "buying deeper". It's the kind of internal jargon that has to be deciphered in context.

"Buy the dips" refers to buying an asset after its value has declined. If the "dip" is simply a temporary blip, the asset is expected to bounce back and improve in value over time, the new lower price is considered a bargain.
Buying the dips does not imply that you will make money.

C’est une expression qui appartient au monde du trading et qui pourrait se traduire par “Achetez à la baisse!”. Elle signifie tout simplement que ceux qui adoptent cette position, choisissent d’acheter un actif après que son prix a baissé.

Cela signifie acheter un actif, comme une action, lorsque le prix a baissé. La croyance inhérente est que la baisse du prix représente une bonne affaire pour l'actif sous-jacent. Vous augmenterez votre marge de profit lorsque le prix atteindra le sommet précédent, voire le dépassera.
