It exists primarily to establish who was 'in charge' at the time of any accident, failure to comply with safety standards, with agreed contractual conditions, failure to satisfy relevant standards of construction, materials used, etc., as evidence that can be used in eventual litigation; it also serves to ensure that all those responsible for those matters are properly informed of significant changes affecting the realisation of the works. |
