neutral  Jennifer Levey: How do you know that the request concerned access to any medication? The requester might be asking for a medication to be 'refused'.

  -> What made me think of medications was the reference in the ST to "a Dirección Nacional del Instituto Nacional de Medicamentos." Buyt maybe it isn't a request for a medication. I guess in that case, I would reword as 'access that which was requested.'

I agree that the English translation should not end with 'to', but there are ways to avoid that and still use 'accede'.
... por lo que puede accederse a lo solicitado.
--> (for example)
... there is cause to accede to the request.
or
... there is justification for acceding to the request.
