I don't think this is beneficiaries (but it might be), but could it be the alternate beneficiary, the person who will receive the benefit is the primary cannot?

Here's the definition of the Real Academïa for "asignar": "1 Señalar lo que corresponde a una persona o coasa. 2. Señalar, fijar. 3. Nombrar, designar."

I think 'designees' is more general, less subject to a different interpretation.
